Procurement activities are strictly regulated and require in‑depth knowledge of Federal Laws No. 44‑FZ and No. 223‑FZ, antitrust legislation, and hands‑on experience with electronic trading platforms. The programme is designed in line with the professional standard “Specialist in Procurement” and will help you navigate this complex field with confidence.

The course is intended for individuals with a secondary vocational or higher education degree, as well as for students currently pursuing such qualifications. It will be particularly useful for:

What will you learn?

The programme offers 72 academic hours covering the entire procurement cycle across three comprehensive modules:

  1. Regulatory framework and oversight – a detailed review of 44‑FZ and 223‑FZ, the Civil Code, official explanations from the FAS and the Ministry of Economic Development, and types of liability for contracting authorities.

  2. Procurement planning and preparation – identifying needs, developing procurement plans and schedules, budgeting, market analysis, drafting technical specifications and tender documentation.

  3. Electronic procedures and contract management – publishing tenders on the Unified Information System and ETPs, receiving and evaluating bids, generating protocols, contract performance monitoring, and antitrust compliance.

How does the training work?

The programme is delivered in‑person. Each session combines lectures with hands‑on activities:

  • analysis of real‑life cases and decisions by regulatory bodies;

  • role‑play simulations of procurement procedures;

  • group work on drafting documents (technical specifications, acceptance certificates, claims);

  • review of common mistakes and development of practical recommendations.

All instructors are experienced practitioners with specialised education, ensuring a strongly applied focus.

Final assessment

At the end of the course, you will take a test‑based examination. To pass successfully, you must answer at least 80% of the questions correctly. Graduates who successfully complete the assessment receive a certificate of professional development in the form established by the organisation.

When does it start?

The programme runs for 10 months, with a study load of 8 academic hours per month. The start date is determined as groups are formed.
