1. Non-compliance of the product with the requirements of the technical specification
If the characteristics of the product do not match the parameters specified by the customer (dimensions, materials, configuration, functional parameters), the commission is obliged to reject the application.
2. Absence or incorrect indication of specific product characteristics
The application should contain specific indicators, not phrases like "no less", "no more", "corresponds". If the participant repeats the wording of the TOR without specifying it, the application may be considered inappropriate.
3. Incorrectly executed documents
Errors in forms, lack of required documents, incorrect files, or inconsistency with established application forms are common reasons for rejection.
4. Non-compliance with the requirements for the procurement participant, for example:
- lack of a license, if required;
- lack of membership in the SRO (for some jobs);
- non-compliance with the additional requirements of the customer.
5. Errors in confirming the origin of the goods
When the national regime is in effect, it is necessary to provide documents confirming the country of origin (registration record of the Ministry of Industry and Trade, ST-1, etc.).
6. Non-compliance with the requirements for the description of the country of origin of the goods
The application must specify the specific country of origin. Formulations like "EAEU", "Europe" or the absence of a country indication are grounds for rejection.
7. Incorrect indication of the trademark or model
It is important to specify a product that meets the stated specifications and exists in the stated configuration.
8. Violation of the requirements for securing the application, grounds for rejection:
- collateral has not been deposited;
- the amount is less than the established amount;
- the bank guarantee does not meet the requirements.
9. Non-compliance with the requirements for product conformity documents
A number of products require certificates, declarations of conformity, or registration certificates. It is important that they are designed in accordance with the requirements and are valid.
10. Errors when submitting an application via an electronic platform:
- the wrong file has been submitted;
- the document is not signed with an electronic signature;
- some of the information is not filled out in the form of the site.
